The proximal-end sides of washer tubes 44, 45 are aligned in the axial direction of a rocker shaft PS on one end of an arm head 40, and are pulled out from a head-side pipe-accommodating part 41a so as to curve to the side opposite of a shaft-fixing part 42 side. When the arm head 40 is rocking, the washer tubes 44, 45 wrap around the shaft-fixing part 42 without imparting any load to the rocker shaft PS. Because no tension acts on the washer tubes 44, 45 and the washer tubes 44, 45 do not scrape against the shaft-fixing part 42, deterioration of the washer tubes 44, 45 can be suppressed. When the washer tubes 44, 45 wrap around the shaft-fixing part 42, radially outward swelling in the periphery of the shaft-fixing part 42 is minimized, and the size increase of the arm head 40 in the periphery of the rocker shaft PS can be suppressed.
