When the estimated air temperature is higher than an operable temperature of the communication device (110), the management device (100) performs a control that lowers the air temperature in the data collecting device (10). When the air temperature at the time of ventilation, when the ventilation device (130) is activated, is higher than the operable temperature of the communication device (110), the management device (100) lowers the air temperature in the data collecting device (10) by transmitting, to a breaking device (120), a command for stopping the communication device (110). When the air temperature at the time of ventilation is equal to or lower than the operable temperature of the communication device (110), the management device (100) lowers the air temperature in the data collecting device (10) by transmitting, to the breaking device (120), the command for activating the ventilation device (130).
