The invention discloses a broadband satellite communication system and method based on satellite-borne IP switching. The communication system includes a broadband communication satellite with an satellite-borne IP switching function, a system network management control center, a gateway station and a satellite terminal; the broadband communication satellite with the satellite-borne IP switching function carries out IP switching on a satellite; the system network management control center is cooperated with the gateway station and the satellite terminal, so as to realize maintenance and distribution of routing switching information of the broadband satellite communication system based on the satellite-borne IP switching; the satellite terminal and the gateway station, according to switching label information distributed by the system network management control center, carries out packaging and unpacking processing of an access service data packet so as to realize transmitting and receiving of a service. The broadband satellite communication system of the invention realizes the IP switching on the satellite, does not need to implement a complicated routing algorithm, and is simple and flexible in system construction and extension; and while the link resource utilization efficiency of the satellite system is improved, the great implementability is realized. At the same time, the invention also discloses a broadband satellite communication method based on the satellite-borne IP switching.
