The present invention relates to a high performance concrete cement composition and a concrete bridge deck pavement construction method using the same. The high performance concrete cement composition includes 5-40 wt% of a cement binder material, 30-74 wt% of a fine aggregate, 20-64 wt% of a coarse aggregate, and 1-20 wt% of water. The cement binder material includes 5-40 wt% of a cement binder, 30-74 wt% of a fine aggregate, 20-64 wt% of a coarse aggregate, and 1-20 wt% of water. The cement binder includes 26-80 wt% of normal portland cement, 5-40 wt% of furnace slag powder, 1-15 wt% of silica fume, 1-15 wt% of desulfurized plaster, 0.01-10 wt% of calcium aluminate, 0.01-5 wt% of a water-reducing agent, 0.01-5 wt% of a thickener, 0.01-5 wt% of an antifoaming agent, and 0.01-15 wt% of glass powder.
