The present invention comprises a system for applying small quantities of antiseptic such as a solution of chlorhexidine to a human patient. The system includes a container of 10-50 mL having an opening proximate the top end of the container and a closed end at the bottom. A dispenser for dispensing 0.05 to 0.2 mL of antiseptic through an opening of 0.8 to 4.8 mm is provided. A reclosable cap is further provided for sealing the top end of the container and retaining the antiseptic in the container. In a preferred embodiment, the dispenser comprises a roller ball of 1-5 mm which is rotatably mounted in the opening of the container, with a peripheral seal maintained around the opening for sealing the edges of the roller ball while allowing rotation thereof within the opening. This allows the antiseptic to remain on the ball so that the antiseptic may be dispensed to the patient in limited quantities without dripping from the dispenser. 1. Detection of fluid conditions in an administration set. A light source is positioned to transmit an infrared light through administration set tubing and any fluid therein. A light sensor senses the infrared light transmitted through the tubing and generates an output signal.
