A system and method of injecting a gas enriched and/or emulsified first liquid into a second liquid is disclosed. The injection can cause generation of a high density of bubbles having a mean diameter of a selected size. The mean diameter of the bubbles can be selected and varied based on the characteristics of the injection system. 1. A method of transferring a gas , comprising:transferring a transfer liquid to a receiving liquid, wherein the transfer liquid has dissolved therein a selected amount of a gas; andgenerating bubbles in the receiving liquid having a diameter during the transferring of the transfer liquid to the receiving liquid configured to upon collapse of the generated bubbles locally create within the receiving liquid selected species.2. The method of claim 1 , wherein the created selected species include ions or radicals.3. The method of claim 1 , wherein the created selected species include hydroxyl ions (—OH).4. The method of claim 1 , further comprising:saturating the transfer liquid with the gas.5. A system to transfer a gas claim 1 , comprising:a plurality of tubes having an internal diameter of about 200 micrometers to about 500 micrometers;wherein a transfer liquid having a selected gas dissolved therein is operable to form a bubble in a receiving liquid of less than about 50 micrometers.6. The system of claim 5 , wherein the tube is formed of fused silica.7. The system of claim 5 , wherein the internal diameter is a constant internal diameter.81. The system of claim 5 , wherein a flow of the transfer liquid through the tube is operable to be at a Reynolds number of about 2 claim 5 ,000 to about 15 claim 5 ,000.
