Water from a region, consisting mainly of small and medium-sized domestic communities, is managed as follows: (1) it is brought together at locations close to the points of origin, for preliminary biological pre-treatment; this stage is essentially de-centralised and discontinuous; (2) dissolved organic substances and nitrogen compounds are broken down to a suitable level, but without completing the mechanical clarification process; (3) water and sludge content, or a part of the sludge, are transported from the pretreatment stage to the central facility for final treatment by settlement and digestion; (4) the capacity and efficiency of the final treatment is in conformance with the number and capacity of decentralised pretreatments.
