Environmentally responsible insulating construction blocks and structures constructed primarily of recycled materials are disclosed. The environmentally friendly construction blocks and structures comprise shredded rubber tire pieces coated with silica fume, slag cement and cement, which are then mixed with water and formed in a mold. A layer of grout or a fireproof material may be disposed on one side of the environmentally responsible insulating construction block. The environmentally responsible insulating construction blocks can be used in place of wood blocking for roof assembly applications such as installation of a drip edge or wall coping; or in expansion joints. Rafters and crosspieces are screwed or dowelled to one another and the crosspieces have ventilation slots or are dimensioned to permit ventilation of their own accord. The rafters (2) are vertically grooved (8) to take the collectors and the top edges of the crosspiece lie below those of the rafters and also below the mounting surface of the groove (8). Plywood etc. plates fitted to the top edge of the crosspiece give a closed panel surface, the rafters furnished with ridge and eaves boards. An insulated roof panel comprising a plurality of longitudinally extending spaced parallel web trusses secured to an inner sheathing and an outer sheathing. Each of the web trusses comprises at least one top cord, a bottom cord and a plurality of webs joining the cords together. A vapor barrier is sandwiched between the bottom cords of the web trusses and the inner sheathing. A layer of insulation extends upwardly from the vapor barrier a height less than the height of the insulated roof panel in order to allow air to flow over the insulation. Sleeves built in to the web trusses allow fasteners of a length less than the height of the panel to secure the roof panel to timber frame members.
