Moving the chock up or down the inclined surface adjusts the height of the support structure. Additional height adjustment is provided by adjusting the height of the chocks themselves. In one orientation with the side elements disposed on opposed sides of the chock the chock has a first height. More specifically, a paver lock apparatus is placed in grooves on the top side of a multiple of pavers and locked to a stationary object, such as the roof or a pedestal placed on the roof underneath the deck. Each of the plurality of deck fixing clip parts includes left and right fixing clips placed to be laterally symmetrical to each other. The left and right fixing clips include: a left guide bar contact plate and a right guide bar contact plate formed in a predetermined area in a longitudinal direction of the decks to be supported to a lower part of the guide bars in contact; a left deck insertion wing combined with a right fixing groove of the first deck and a right deck insertion wing combined with a left fixing groove of the second deck, which are formed with a width corresponding to the fixing grooves in a longitudinal direction of the decks; and a left vertical plate connecting the left guide bar contact plate and the left deck insertion wing, and a right vertical plate connecting the right guide bar contact plate and the right deck insertion wing and placed side by side to come in contact with the left vertical plate. A first distance control shaft insertion hole and a second distance control shaft insertion hole combined with a pair of adjacent distance control shafts are formed on the left and right vertical plates.

Each of the blocks, pavers or panels has corner portions, and the pattern includes intersection areas in which the corner portions of adjacent blocks, pavers or panels extend. The system also includes a plurality of pedestals. The pedestals are located directly beneath the intersection areas and support the corner portions of adjacent blocks, pavers or panels a spaced distance above an underlying structure. Each pedestal has a base at a lower end thereof and a support at an upper end thereof. The support is rotatable relative to the base for altering an overall height of the pedestal. Brace securement eyelets can be provided in a flange extending circumferentially about the coupler and in the base of the pedestal.
