The sensors transmit data to a computing system that processes the data to determine the severity of the change in the environment. The aggregate of the severity of the data is used to determine if remedial action should be taken against the driver or owner/operator of the for-hire vehicle. Remedial action may include issuing a citation, fining the driver, or disabling a meter located within the for-hire vehicle. The system includes a set of infrared transmitters that are installed in a vehicle. These transmitters are configured to send out coded infrared signals that provide detailed information unique to the vehicle. Whether a parking space is occupied by a vehicle or is currently vacant can be determined by taking frequent irradiance readings at one or more parking space sensors and comparing the irradiance readings to baseline irradiance readings and covered control irradiance readings taken at a separate central hub. Described herein are frameworks and methodologies configured to enable integration of booking and access control for service providers. Embodiments of the invention have been particularly developed for allowing a user to gain access to an access controlled resource (for example a hotel room or the like) via a mobile device. The system uses these components to display toll-related information and to accept user input for toll-related information.
