A position relation in a region of any shape or size on the earth is determined correctly and highly accurately. A shape determination device includes a candidate point detection unit and an intersection point detection unit . The candidate point detection unit detects, as a candidate point, a point of intersection between a first reference circle to which an inputted first line segment on an inputted true sphere belongs and a second reference circle to which an inputted second line segment on the true sphere belongs. The intersection point detection unit determines whether the candidate point is an intersection point between the first line segment and the second line segment. 1.
