An encoding system includes a plurality of encoders each of which encodes a signal having continuity supplied from a corresponding one of a plurality of information sources and generates a packet containing a portion of the encoded signal. Each encoder is classified as a first encoder which encodes the signal, or a second encoder which transfers the packet from at least one of the first encoders, to a communication network and which, when the first encoder has failed, replaces the failed first encoder. When a failure occurs in either one of the first and second encoders for any of the signals, the other one of the encoders detects the occurrence of the failure, reallocates the encoders other than the failed encoder so as to act as the first encoder or second encoder for respective ones of the information sources, and notifies each encoder of the result of the reallocation. 1. A system for transcoding locally cached content may include a memory configured to store at least a video stream. A controller communicatively coupled to the memory may be configured to determine a video definition format of a requested video stream and compare the requested video stream with a video definition format of a cached version of the requested video stream. A transcoder coupled to the controller may be configured to convert the cached version of the requested video stream to a lower video definition format if the video definition format of the cached version is determined to be higher than the video definition format of the requested video stream. If the video definition format of the requested video stream is same as the video definition format of the cached version, the controller may supply the requested video stream using the cached version stored in the memory without transcoding.

 A video decoding apparatus comprises at least one parsing unit 130,140 configured to receive input video data 110 as an encoded video bitstream which contains sequential internal dependencies, e.g. entropy coding or motion vector dependencies in a stream encoded using the base and enhancement layer-based scalable video coding (SVC) standard. The parsing units generate an intermediate representation (intermediate format) of the input video data in which at least a subset of the sequential internal dependencies are resolved - e.g. comprising a macroblock type for each macroblock for a sequence, or a motion vector or set of transform coefficients for at least one macroblock in the sequence; intermediate representations are stored in buffers 150, 160, 170. The video decoding apparatus further comprises a reconstruction unit 180 configured to retrieve in parallel plural input streams of the intermediate representation and perform a decoding operation on the plural streams in parallel - e.g. including parallel de-quantisation, for different quality (base, enhancement) layers (see Figure 7) - to generate decoded output video data. Systems, methods, and computer program products that can be used to determine a search range (SR) when performing motion estimation at, for example, a video encoder or decoder. Determining a motion vector for a current block during motion estimation may involve searching within a search window that may reside in a reference frame, or in a previously decoded block that spatially or temporally neighbors the current block. Such a search seeks a motion vector that minimizes a metric, such as a sum of absolute differences between corresponding blocks of reference frames. A motion vector that minimizes such a metric may be a good candidate for use in motion estimation. The search may become more efficient if a search range is determined such that the extent of the search is bounded. A search range may be determined at the block level or at the picture level.

To interpolate a frame between the current frame and a first delayed frame preceding the current frame, an image processing device generates test interpolation data for the first delayed frame from data in point-symmetric positions in the current frame and in a second delayed frame preceding the first delayed frame. Motion vectors pointing from the first delayed frame to the current frame are found by evaluating different test interpolation data against the actual data of the first delayed frame. A system and method of storing digital video data of a given coding scheme comprising receiving a stream of encoded video data, processing the stream to identify components within the given coding standard, producing a plurality of sub-streams wherein each sub-stream comprises one or more of the components, and storing each sub-stream separately. Some components of the data stream, in particular those of greater significance, may be replicated in multiple sub-streams. The number of copies of each component category may be controlled according to its sensitivity. Each sub-stream may be stored in a separate file in a tiered storage wherein high significant sub-streams, such as data which renders an image viewable, are stored in higher tiers in the hierarchy. The compression coding scheme may be wavelet, Dirac or JPEG-2000. When a stored file is required, the sub-streams are recombined and decoded. When combining, replicating components may be chosen based upon a quality assessment with priority to those in higher tiers or those with multiple identical components. Error protection may be added to the sub-streams using additional data such as header information to describe the contents of the sub-stream.

The disclosure herein relates to devices for compression, decompression or reconstruction of image data for still or moving pictures, such as image data detected with a digital camera. In some embodiments, data channels are compressed using a scalable compression algorithm. The compression algorithm may allow customization of compression parameters, such as a quantization factor, code block size, number of transform levels, reversible or irreversible compression, a desired compression ratio with a variable bit rate output, a desired fixed bit rate output with a variable compression rate, progression order, output format, or visual weighting. A lower quality image or an image with lower resolution may be reconstructed using only some of the compressed data. Use of offsets to various layers and color channels allow reconstruction of the image without requiring decompression of all of the full image data.
