The mobile wireless communication device determines that an uplink channel on which the pending uplink control message is to be sent has insufficient bandwidth for uplink transmission. After waiting a congestion delay time interval, the mobile wireless communication device sends the pending uplink control message on an uplink signaling channel instead of on the uplink channel. In some embodiments, the uplink channel is associated with a radio access bearer and the uplink signaling channel is associated with a signaling radio bearer.

Doing so requires that devices transmitting and receiving packets use over-the-air bandwidth efficiently and manage over-the-air congestion. According to embodiments of the invention QoS measurements and controls are incorporated only in the network (i.e. APs or controllers) and therefore QoS and SLAs can be achieved with all deployed client stations versus standards based approaches that require additional capabilities in network nodes, client stations and in most cases modifications to the applications. SLAs can be provided exploiting embodiments of the invention for traffic prioritization, capacity improvements through load distribution, and adjacent channel interference mitigation discretely or in combination with standards based mechanisms.

Wireless offloading provides tools to a service provider to encourage or direct a subscriber to offload from a first network, e.g., a cellular network, to a second network, e.g., a Wi-Fi network. Each wireless device can be given scanning assignments to ensure that the reporting task is shared among subscribers or adjusted to fill in gaps in data. Preferences can be encouraged in the form of incentive offers to subscribers to, e.g., offload from the cellular network to a Wi-Fi network. Provided are a system for implementing multiple Radio Access Networks (RANs) convergence and a method thereof in the present invention. The method includes: an anchor RAN establishes a connection with a User Equipment (UE); the anchor receives a RAB establishment request from a Core Network (CN); the anchor RAN selects an auxiliary RAN; the anchor RAN sends quality of service (QoS) parameters to the auxiliary RAN, so that the auxiliary RAN establishes a connection with the UE according to the QoS parameters, while the anchor RAN keep the connection with the UE. With the methods provided in embodiments for the present invention, multiple RANs convergence is implemented, and the UE establishes connections with the anchor RAN and the auxiliary RAN at the same time, so as to improve the peak rate of the UE. 1. A method for implementing a convergence system of a plurality of radio access networks , the method comprising:establishing, by an anchor radio access network, a first connection with a user equipment;receiving, by the anchor radio access network, a radio access bearer establishment request transmitted from a core network;selecting, by the anchor radio access network, an auxiliary radio access network; andsending, by the anchor radio access network, quality of service parameters to the auxiliary radio access network, wherein the auxiliary radio access network establishes a second connection with the user equipment based on the quality of service parameters, while the anchor radio access network keeps the first connection with the user equipment.2. Various topologies of a quality of service application controller and related techniques to optimize the communications performance an application executing on a device participating in a communications environment are disclosed. The communications environment may include a cellular network, an unlicensed spectrum network, or a combination of the two. The quality of service application controller observes one or more key performance indicators of the communications network, and retrieves a policy from a policy store specific to the application. The quality of service application controller then modifies the execution of the application and/or the configurable aspects of the communications environment to optimize the communications performance of the application. For example, the application's data throughput may be increased, the power draw of the application may be minimized, data requested by the application may be minimized, or the apparent response time of the application's response to a web service may be minimized.

A system and method which improve the performance of a wireless transmission system by intelligent use of the control of the flow of data between a radio network controller (RNC) and a Node B. The system monitors certain criteria and, if necessary, adaptively increases or decreases the data flow between the RNC and the Node B. This improves the performance of the transmission system by allowing retransmitted data, signaling procedures and other data to be successfully received at a faster rate, by minimizing the amount of data buffered in the Node B. Flow control is exerted to reduce buffering in the Node B upon degradation of channel qualities, and prior to a High Speed Downlink Shared Channel (HS-DSCH) handover. 1. A method for use in a Node B having a buffer , the method comprising:monitoring an amount of data within the buffer;monitoring an amount of additional data the buffer may accept;calculating a capacity allocation;transmitting the capacity allocation; andreceiving data in response to the capacity allocation, wherein the received data is equal to or less than the capacity allocation.2. The policy control method includes: a FMC PF used for sensing the access of UE to a fixed broadband access network is set in a mobile network which a user requests to be accessed to; after the FMC PF receives a trigger message from an ePDG, the FMC PF requests a BPCF to establish a policy session, and the BPCF performs, policy control according to the information of the fixed broadband access network accessed by the UE. In order to allow efficient differentiated handling of network traffic in a network section, a network address translator performs network address translation on incoming data packets to be transmitted into the network section and/or on outgoing data packets transmitted from the network section. In the incoming data packets, the network address translation replaces a source network address with a replacement network address. In the outgoing data packets, a replacement network address is included in place of a destination address, and the network address translation replaces the replacement network address with the destination network address. In each case, the replacement network address is selected according to a traffic class of the data packet. In the network section, differentiated handling of the data packets on the basis of the replacement network address is provided.
