A wireless digital communication system includes a base station in communication with a plurality of user equipment mobile terminals (UEs). The system prioritizes the forwarding of blocks of downlink data to designated ones of the UEs. A method for transmitting data by a base station in a wireless communication system , the method comprising:transmitting, to a central coordinator, a response signal for downlink data received from a user equipment and channel state information;receiving scheduling information from the central coordinator;determining an interference control mode determined according to whether interference of adjacent base stations is controlled, based on the scheduling information; andtransmitting data to the user equipment by using a Modulation and Coding Scheme (MCS) level according to the determined interference control mode.2. The method of claim 1 , wherein the transmitting of the data comprises:changing the channel state information based on the determined interference control mode and the response signal;determining an MCS level corresponding to the changed channel state information; andtransmitting the data to the user equipment by using the determined MCS level.3. Measurements and Channel State Information (CSI) feedback are configured using communications between a network and user equipment (UE). The communications includes a first signaling from a network component to the UE indicating one or more reference signal (RS) resource configurations, a second signaling indicating one or more interference measurement (IM) resource configurations, and a third signaling indicating a CSI report configuration, wherein the CSI report configuration indicates a subset of the one or more RS resource configurations and a subset of the one or more IM resource configurations.
