Various messages and message flows between a User Equipment (UE) and an eNodeB are proposed to enable a positive indication that a radio link release can be requested by the UE. These include, receiving an acknowledgement that data transmitted over a data channel has been received, transmitting a connection release request that includes an identity of the last data transmitted on the first data channel, and a control Packet Data Unit (PDU) that comprises release assistance information indicating a request by the mobile device to release the connection. An embodiment describes the UE as an Internet of Things (IoT) device which utilizes the method to reduce power consumption by releasing a connection early rather than waiting for a Discontinuous Reception (DRX) period to expire. The connection release message may be an NAS or RRC message.

This solution could realize the controlled switching for the mobile station between multiple overlapping wireless communication systems, and reduce the rate of wrong switching.

Automatically upon a designated communication between them a timer is initiated that indicates the UE context is valid. For transitioning the UE from an idle to a connected mode, there is a selection between a first and a second procedure and this selection is based on the timer and on at least one other prescribed validity criterion (for example, context validity area, radio conditions or CE level). Data is then sent or received on a radio connection that is obtained via the selected first or second procedure, where only one of the first and second procedures utilizes the stored UE context. Generally discussed herein are systems and methods that include Radio Link Monitoring (RLM) on an Enhanced Physical Downlink Control Channel (EPDCCH) transmission within a Heterogeneous Network (HetNet). RLM can be done without regard to a Physical Downlink Control Channel (PDCCH) quality level. A User Equipment (UE) can be configured to receive the EPDCCH transmission from an Enhanced Node B (eNodeB). A quality level of the EPDCCH transmission can be estimated based upon a BLock Error Rate (BLER) of the EPDCCH transmission. If the quality level is lower than a first threshold value for a first specified number of consecutive periods, a timer can be started. In response to determining the quality level is greater than a second threshold for a second specified number of consecutive periods stop the timer before the timer expires. If the timer is stopped before the timer expires, declare a Radio Link Failure (RLF).
