In order to selectively reinforce portions of a material web, a cutting and laminating device efficiently produces the required reinforcing strips and then laminates them to the web. In order to efficiently and accurately produce these reinforcing strips, a cross web shear is utilized which is capable of cutting required reinforcing strips from the fairly large web of reinforcing material in an accurate manner. Once cut, a holding and positioning device is capable of grabbing onto the reinforcing strip and appropriately positioning it next to the primary material web. A separate laminator can then attach this reinforcing strip to the web at a desired location.

A web cutting device and particularly a device for cutting photographic film strips at predetermined intervals as the strip moves through the cutting device. The apparatus includes a stationary shear blade and a rotatable shear blade which is mounted on a torsion bar. An actuation lever is fixed to the torsion bar and deployed perpendicularly thereof adjacent to the surface of a rotating inertial disc. The actuation lever is pivotable about an axis perpendicular to the axis of the torsion bar, and a solenoid device is used to pivot the actuation lever toward and away from the moving disc. A cam member is mounted on the disc so that it contacts the actuation lever and twists the torsion bar when the actuation lever is moved toward the disc. Switch means are provided to assure that the actuation lever is moved toward the disc at the proper time interval with respect to the position of the cam on the rotating disc and means are provided to release the actuation lever once during every cycle of the disc. The torsion bar has an alarm control cam mounted at one end thereof, and a pair of switches are operated by movement of the alarm control cam to trigger an alarm when either the cam does not reach its terminal position or when the cam does not return to its starting position prior to the lapse of a given time interval. This assures that an alarm will be triggered if the web of material is not properly cut or if the device becomes jammed.

An electronic controller such as an encoder is provided for coordinating the reciprocating movement of the blades and the linear offset motion of the blades to thereby permit continuous movement of the stock while the blades are in both the cutting and non-cutting positions and strokes.

The invention relates to a terminal carrier chipper for chipping a terminal carrier that couples a plurality of terminals in concatenation during the process of fabricating a wire harness used in electrical circuits. The object of the invention is to provide a terminal carrier chipper in simple structure, which is less vibrating and noisy and whose blade section exhibits an improved durability. The terminal carrier chipper according to the present invention includes: a fixed blade 3; a moving blade lever 9; and a rotating cam 5. The moving blade lever 9 is oscillated around a support shaft 10 by rotating the cam 5 while causing a projection 5a of the cam 5 to come in contact with a cam guide 11 arranged on the moving blade lever, so that a blade edge 9c of the moving blade lever nears and leaves a blade edge 3a of the fixed blade 3 to thereby chip a terminal carrier T.
