An optical fibre detection apparatus using a steel rail as an elastic body, and a railway overload and unbalanced load detection system. The apparatus comprises a shear-force detection apparatus and a pressure detection apparatus, the shear-force detection apparatus comprising an optical fibre sensitive element (5), wherein the optical fibre sensitive element (5) is fixed on a neutral axis (4) of a steel rail through low-energy spot welding.
