Provided are a video surveillance method and device. The video surveillance method comprises: detecting, by means of an infrared sensor, whether a target is present in a sensing region of the infrared sensor, and upon detecting the target, generating a deflection command for indicating a deflection angle; and deflecting, according to the deflection command, a photographing direction of a camera through the deflection angle towards a region in which the target is located. The invention automatically deflects, on the basis of a detection result of an infrared sensor, a photographing direction of a camera, thereby reducing a computation amount for tracking a target, and reducing costs of a video surveillance device.
