In the present invention, an electric control unit (ECU) (150) functions as a first acquisition unit that acquires a nozzle-tip temperature (Tnzl) of an injector (107) of an internal combustion engine (100), a second acquisition unit that acquires a head heat quantity (Q), that is, a quantity of heat at a cylinder head (101a) of the internal combustion engine (100), and a determination unit that determines a corrosion-avoiding exhaust gas recirculation (EGR) rate (γcrs) as a target EGR rate on the basis of the nozzle-tip temperature (Tnzl) acquired by the first acquisition unit and the head heat quantity (Q) acquired by the second acquisition unit, thereby providing a configuration provided with a first acquisition unit, second acquisition unit, and determination unit.
