A safety valve having a damping function according to an embodiment of the present invention may comprise: a main body part which is internally provided with a valve disc coupled to a main shaft, and which, when a fluid flows in through a valve seat and reaches a set pressure, raises the valve disc and flows out through an outlet; a compression part provided with a spring coupled to the main shaft so as to surround the main shaft on one side of a flange provided on the main body part and to be compressed when the main shaft rises together with the valve disc, and a lower plate attached to one end of the spring facing the flange; and a damping portion provided on the flange, an internal space of the damping portion being formed as a chamber space containing air, and a descending speed of the lower plate being reduced by resistance of air present in the chamber space when the lower plate descends.
