The present invention provides a cyclotriphosphazene of Chemical formula 1 where an arborescent tetrapeptide is introduced to a cyclotriphosphazene together with a hydrophilic polyethyleneglycol, a preparation method thereof and a drug delivery system containing the same. The compound according to the present invention may form a strong hydrogel even at an extremely low concentration, for example, 2w/w% or lower. Moreover, the hydrogel produced from the compound of the present invention is useful as a drug delivery system for sustained release of drug, especially, a protein drug, since such a hydrogel has a biodegradability and a temperature sensitivity, can be prepared with ease, avoids inactivation of protein, and exhibits a sustained release property without a massive release of drugs.
