A phase locked loop that generates an output clock signal to correspond to a reference clock signal, according to the present invention, comprises: a divider for dividing the output clock signal and generating a divided clock signal; a time-pulse converter for generating a time-pulse conversion signal having a pulse corresponding to a phase difference between the reference clock signal and the divided clock signal; and a digital control oscillator including an LC resonant circuit for generating the output clock signal, and controlling a frequency of the output clock signal, which is determined to correspond to the time constant of the LC resonant circuit according to the time-pulse conversion signal. A change capacitance keeping time for remaining a capacitance of the LC resonant circuit in a changed state is sequentially controlled by a change in the phase difference between the reference clock signal and the divided clock signal.
