A method for modifying environmental conditions comprises deploying a material having an albedo of at least 0.15 over a surface of a body of water associated with a man-made structure. The deployed material increases an albedo of the surface, increases an evaporation rate at the surface for a given temperature, and decreases a temperature characterizing the man-made structure. 1. A method comprising:deploying a material having an albedo of at least 0.15 over a surface of a body of water associated with a man-made structure, such that the deployed material increases an albedo of the surface, increases an evaporation rate at the surface for a given temperature, and decreases a temperature characterizing the man-made structure.2. The method of wherein the man-made structure is one of a power plant and a data center.3. The method of wherein the material is characterized by a wettable surface that provides a large effective surface area relative to the surface area of water covered by the material.4. The method of wherein the material surface includes one or more wettable pores.5. The method of wherein the material comprises a plurality of hollow components.6. The method of wherein the material removes itself from the water surface by at least one of the following mechanisms: sinking claim 1 , bio-degrading claim 1 , breaking up claim 1 , and dispersing.7. The method of further comprising monitoring the position of the material after the deployment.8. The method of wherein the deployed material has a coating that modifies at least one of the following: the material's albedo claim 1 , the material's buoyancy claim 1 , the material's degradation rate claim 1 , and the evaporation rate in the local area following deployment of the material.9. The method of additionally comprising removing the deployed material from the water surface after a desired time period from the start of the deployment.10.
