The present invention relates to an apparatus and a method for controlling a construction machine. An apparatus for controlling a construction machine according to an embodiment of the present invention is capable of controlling an engine by a method that is expected to lead to more efficient fuel consumption by comparing, on the basis of a fuel efficiency map, fuel efficiency expected in the case of reducing engine RPM with fuel efficiency expected in the case of selecting a torque diagram corresponding to the condition where auxiliary power is provided, from among a plurality of torque diagrams included in the fuel efficiency map, and applying the same.
