The present invention relates to a base soap manufactured by using waste cooking oil and waste soju, and a manufacturing method thereof, and more particularly, to a method for manufacturing a base soap which is a source material, which can manufacture an eco-friendly natural soap cleaner, a daily necessity, by going through two or three-step saponification or process using waste cooking oil, soju, and beer, and to a base soap manufactured thereby. The method of the present invention comprises the steps of: (S1) heating and stirring waste cooking oil; (S2) adding salty water to the waste cooking oil, and stirring a mixture after stopping heating the same; (S3) separating the mixture into an upper refined-oil layer and a lower precipitation layer by leaving the mixture in a stationary state; (S4) heating and stirring the upper refined oil layer; (S5) adding a waste soju alkali solution, which is prepared by dissolving sodium hydroxide in waste soju, to the refined oil for saponification; ...
