The present invention provides an eco-friendly degreasing agent composition capable of improving eco-friendliness, while maintaining a cleaning effect of a material surface, comprising: an alkaline chemical metal builder introduced to a degreasing stage of a method for continuously painting a steel plate made of an iron or nonferrous metal, and selected from the group consisting of alkali metals, alkaline earth metals, and a mixture thereof; an anti-etching agent preventing aging of a degreasing agent due to etching the nonferrous metal; an organic alkali chelating agent acting as a sequestering agent; a mixed surfactant in which a biodegradable anionic surfactant acting as an emulsifier and dispersing agent of oil and a nonionic surfactant are mixed; and an activity builder assisting activity of the organic alkali chelating agent such that a surface of the steel plate is stably degreased. The present invention provides flushing water for metal pretreatment for corrosion prevention which removes residues of treatment liquid and process byproducts from a surface of an object to be coated in pretreatment processes including an oxide film removal process, a degreasing process, and a film treatment process to minimize corrosion of a metal surface during the pretreatment processes to improve quality of electro-deposition coating. The flushing water for metal pretreatment for corrosion prevention comprises 0.0001-10 wt% of a mixture of one or more selected from a group consisting of acrylamide, sebacic acid, and triethanolamine based on 100 wt% of water, maintains a pH range of 5-14, and further comprises 0.01-10 wt% of a mixture of one or more selected from a group consisting of octylphenol ether, ethoxylated octylphenol, and ethoxyl-oxidized nonylphenol.
