An automatic dispensing apparatus for dispensing hand-sanitizer lotion, which is powered using a rechargeable battery pack rechargeable via solar cells, which battery pack is pivotally mounted in the upper interior section of the main frame of the dispenser, above the liquid-storage bag, whereby as the liquid storage bag is depleted after continual use, the weight of the battery pack serves to compress the storage bag to thereby increase the pressure therein, so that the delay of the dispensing of the liquid does not increase over time as the bag becomes depleted. Also provided is a lower, pivotal tray located below the dispensing nozzle of the dispensing apparatus by which drippings and excess dispensed amounts are caught by the tray and do not fall upon the floor therebelow. A front cover is rotatable to an upper position such that it does not rotate back down by itself in order to allow unencumbered access to the interior of the apparatus for changing storage bags and batteries. The apparatus also contains an aerosol spray canister for spraying a sanitizing mist into the ambient surroundings after the apparatus has dispensed sanitizing fluid onto the hands.

A pump assembly with a first pump which draws liquid from a reservoir and dispenses it to a second pump. The second pump receives the discharge from the first pump and air such that the second pump discharges both liquid and air. The first pump preferably has a piston movable in a first inner chamber and the second pump utilizes the same piston movable in a second outer chamber. Preferably, the second pump discharges in the withdrawal stroke, that is, while moving from a retracted position to a withdrawn position. 1. In one embodiment, an inverted foam pump includes a compression chamber having an inlet valve and an outlet valve. The compression chamber is in fluid communication with a flow restrictor, an atomizer, a mixing chamber, a foaming chip and an outlet. The inlet valve, outlet valve, flow restrictor, atomizer, mixing chamber, foaming chip and outlet extend along a common axis. An air inlet is included that extends into the mixing chamber; the air inlet is an opening to atmospheric pressure. Pumps with housing and a diaphragms located within the housing are disclosed herein. A diaphragm connected to an actuator separates the housing into a first chamber and a second chamber. Each chamber includes a one-way inlet valve and a one-way outlet valve. Movement of the actuator in a first direction causes the volume of the first chamber to contract and causes the first fluid to be expelled from the first chamber while causing the volume of the second chamber to expand and draw in the second fluid through the second one-way inlet valve. An antimicrobial cleansing composition including (a) 20 to less than 60 wt. % of at least one alcohol selected from ethanol and propanol; (b) 0.5 to 10 wt. % of a surfactant selected from sulfate salt surfactants and amphoteric surfactants. The composition shows effective cleansing and antimicrobial properties. Hence, using this composition, it will no longer be required to provide in hospitals two separate dispensers one for foam soap and one for antimicrobial alcohol-based composition. The antimicrobial cleansing composition can be used for making foam. Also, a dispenser contains the above antimicrobial cleansing composition. 1. An antimicrobial cleansing composition comprising(a) 20 to less than 60 wt. % of at least one alcohol selected from ethanol and propanol,(b) 0.5 to 10 wt. % of a surfactant selected from sulfate salt surfactants and amphoteric surfactants, andwater.2.
