Devices and methods for treating tissue with radiation, including light and other optical radiation, in a manner that is eye-safe are described. In one embodiment, a photocosmetic treatment device has a cavity into which tissue to be treated is drawn. The device determines whether the tissue is safe to treat and whether the tissue may be tissue associated with the eyes, such as an eyelid. In another embodiment, an eye-safe pulse of radiation is provided at a time interval prior to treatment of the tissue. The pulse is at a wavelength of radiation that the human eye perceives as particularly intense and uncomfortable, even though the pulse is not dangerous or destructive. If the device is oriented to treat eye tissue, directly or through the eyelid, the pulse will cause an aversive reaction in the subject being treated that inhibits the treatment.

The method steps include oscillating a direct current to create an alternating current (“AC”) micro-pulse, pulsing the AC micro-pulse on and off continuously, delivering the AC micro-pulse to a probe, applying the probe to a hair follicle, and inverting the direction of the AC micro-pulse on the hair follicle. When the probe is applied to the hair follicle, the AC micro-pulse travels from the top of the dermis of the hair follicle to a dermal papilla of the hair follicle. The AC micro-pulse reverses direction at the dermal papilla and travels to the top of the dermis of the hair follicle. The AC micro-pulse produces heat that destroys the tissues controlling the growth of the hair follicle.

There is provided a hair cutting device for cutting hair on a body of a subject, the hair cutting device comprising a light source for generating laser light at one or more specific wavelengths corresponding to wavelengths absorbed by one or more chromophores in hair; and a cutting element that comprises an optical waveguide that is coupled to the light source to receive laser light, wherein a portion of a side wall of the optical waveguide forms a cutting face for contacting hair, and wherein at least at the cutting face the optical waveguide has a refractive index that is equal to or lower than the refractive index of hair and higher than the refractive index of skin. 1. A hair cutting device for cutting hair on a body of a subject , the hair cutting device comprising:a light source for generating laser light at one or more specific wavelengths corresponding to wavelengths absorbed by one or more chromophores in hair; anda cutting element that comprises an optical waveguide that is coupled to the light source to receive laser light, wherein a portion of a side wall of the optical waveguide forms a cutting face for contacting hair, and wherein at least at the cutting face the optical waveguide has a refractive index that is equal to or lower than the refractive index of hair and higher than the refractive index of skin.2. A system and method are provided for self-application of a variety of face and body treatments. Specifically, the system includes a power-and-control console and a light-weight portable device having a plurality of spouts, designed for different portions of the body, and comprising different features.
