A tool for cutting a tie wrap bound about a wire bundle. The tool includes a body portion having a generally disc-shaped cutter and cutting edge. A shield covers one side of the cutter and defines first and second shield slots in communication with the cutting edge. A housing pivotally connected to the body portion covers the other side of the cutter and defines first and second housing slots that communicate with the cutting edge. A conduit cutting assembly is comprised of a conduit cutting surface, a drive shaft, a top shield and a bottom guide. The conduit cutting assembly is inserted into a rotary device which provides a torque to rotate the conduit cutting assembly. The shield glides along the top surface of the conduit preventing deeper penetration of the cutting surface and deflecting dust as conduit is cut. The guide is positioned on the internal side of the conduit and prevents the cutting surface from contacting encased wiring. In the retracted configuration, the blade is displaced from the roof. In the cutting configuration, the blade is positioned so as to facilitate cutting of the roof. The roof cutter includes a stop assembly and an engagement member that is configured to engage with the stop assembly when the base is in the cutting configuration, thereby establishing a maximum cutting depth. A dampening mechanism softens impacts associated with the blade moving to the cutting depth and absorbs vibrations associated with cutting the roof at the cutting depth. An adjustment assembly is configured to selectively adjust the cutting depth and/or to selectively restrain the base in the retracted configuration, thereby preventing the blade from cutting the roof.
