The regulation point may be shifted to another point if needed to respect voltage limits at that points of the system after attempting to shift reactive load to restore voltage within limits at the other points in the system. The reference voltage may be adjusted to minimize losses for the system of multiple windfarms and transmission lines. A loss optimizing algorithm is applied to the combined multiple windfarm and transmission line to shift reactive load among local windfarms to minimize losses and to shift reactive load among individual wind turbines within an individual windfarm.

A method and system provide for the cooperative charging of electric vehicles. By using power line communications, chargers of the electric vehicles who are serviced by the same distribution transformer can form self-contained local area networks due to the nature of power line communications (PLCs). Alternatively, or in addition to the PLCs, other communication networks, such as the Internet and local area networks, may be used as part of the communications infrastructure for the chargers. After the chargers of the electric vehicles are coupled to one another through power line communications or traditional communications networks, they can form a logical token ring network. According to this token ring network, a predetermined number of tokens can be assigned within the token ring network for permitting chargers with tokens to charge respective electric vehicles while chargers without tokens must wait until they receive a token to initiate charging.

The first signal may have a plurality of cycles and may have a frequency that varies over time. One or more parameters may be determined from the first signal. Based on the one or more parameters, the first signal may be resampled to produce an even angle signal. Various power quality measurements may be performed on the even angle signal. Similarly, further processing may be performed to perform synchrophasor measurements, e.g., to determine phasor, frequency, and/or rate of frequency change for the first signal. In some embodiments, the resampling processing elements (e.g., circuitry, programmable hardware elements, processors and memories, etc.) may be shared between the two analyses.
