The three-valued Al containing matter is coal gangue; the weight of the Cr residue is not greater than 6% of that of the coal gangue, where the optimal weight percent is 4-6%. It can convert six-valued Cr in the Cr residue into stable three-valued Cr, which will not be reoxidized into six-valued Cr.
