The preparation method thereof comprises: mixing acrylic-based substance which is used as a monomer with crosslinker and pore-forming agent to form oil phase; carrying out the suspension polymerization after the oil phase being uniformly mixed with magnetic particles; aminating and alkylating the magnetic polymer particles obtained from the polymerization to form quaternary ammonium salt, i.e., magnetic acrylic-based strong alkaline anion exchange microsphere resin. The resin is used to isolate and remove water-soluble organic substances, especially the precursors of disinfection by-products and many kinds of anions such as nitrate, phosphate and the like in various waterbodies.
