A shaft cover-type device for fully continuous elevation of a spud leg of an offshore turbine installer vessel. The device comprises a ring beam (1), a spud leg (4), a short shaft (5) and four shaft cover units (A, B, C, D). Each of the shaft cover units (A, B, C, D) is composed of a left shaft cover (a), a right shaft cover (b), an elevation sliding block (c), two oil cylinders (d) and a piston rod (e).
