In a circular basin equipped with a sludge discharge device, the gap between a conical concrete floor surface and a sludge scraper cannot be reliably maintained, thereby making the sludge to float on the supernatant surface as a scum after the processes of accumulating, compaction, and decaying and degrading the water quality. The scum generates gases in the decaying process to shorten the lifespan of an apparatus, thereby requiring separate deodorizing equipment. In order to solve such problem, the present invention moves the scum to a sludge collector rotor center cage or a scum skimmer assembled with a feedwell in the direction toward a scum discharger and discharges the scum through the scum discharger installed on the outer wall of the basin in a center direction at the maximum length in order to easily remove the scum and improve the water quality.
