Provided is an eco-friendly plasma apparatus for producing fibers using coal ash, wherein a mixed raw material comprising coal ash as a main material and dolomite (CaMg(CO3)2) or limestone and steel slag as sub-materials is obtained using a mixer and fed into a plasma arc furnace, and the raw material is subjected to a melt-processing to produce mineral wool. The eco-friendly plasma apparatus for producing mineral fibers using coal ash comprises: a mixer for mixing coal ash discharged from a thermal power plant, dolomite or limestone which promotes melting of the coal ash, and steel slag in a mixing ratio of 8:1:1 to produce a mixture; a plasma melting furnace for heating the mixture at 1500°C to 1700°C by plasma to melt the mixture; and a blower for blowing air to the molten mixture from the plasma melting furnace to produce mineral wool.
