The present invention relates to a method for manufacturing steel, which comprises the following steps of: (a) providing a steel slab, comprising 0.08-0.14 wt% of C, 0.1-0.3 wt% of Si, 0.8-1.2 wt% of Mn, 0.015 wt% or less of P (excluding 0 wt%), 0.003 wt% or less of S (excluding 0 wt%), 0.01-0.7 wt% of Mo, 0.03-0.05 wt% of Nb, and the remainder consisting of Fe and unavoidable impurities; (b) reheating the steel slab at a temperature of 1170-1230°C; (c) hot rolling the reheated steel under the condition that a finishing rolling temperature is 700-800°C or 950-1100°C; and (d) air-cooling the hot rolled steel up to a room temperature.
