The present invention relates to a surface-hydrophobic coal containing lignin and a method for manufacturing the same, in which hydrophilic surfaces present in low-grade coal are reformed into hydrophobic surfaces through mixing with lignin. The surface-hydrophobic coal according to the present invention is characterized in that re-adsorption of moisture is suppressed and a natural carbon component unique to coal is mixed with lignin to exhibit a high calorific value. Re-adsorption of moisture is suppressed in the high-calorific surface-hydrophobic coal manufactured according to the present invention, and thus a high calorific value of dry coal can be maintained without change, with the result that the high-calorific surface-hydrophobic coal can be used as pulverized fuel for a power plant without change. The present invention relates to a pyrolysis carbonizing apparatus for low-grade coal and a method thereof. A rotation drum continuously pyrolyzes and carbonizes the low grade coal through an installed heating furnace. A spiral baffle is formed on the outer circumferential surface of the rotation drum to increase the high temperature heat supplied to the heating furnace and a heat transference rate according to the rotation of the drum so high temperature exhaust gas progresses while the drum rotates. An introduction chamber part as a space with an expanded diameter is formed on a part of the heating furnace, which is connected to a burner to allow the exhaust gas of the burner to be diffused and progress, thereby preventing only a part of the rotation drum from being heated at a high temperature. The conductive layer is exposed by a predetermined length from an end of each of the bars in a bar extension direction, and the insulation layer is exposed by a predetermined length from the end of each of the bars in the bar extension direction. The conductive heat radiating layer is grounded. According to the present invention, a cooling function and an insulating function can be sufficiently ensured in a high voltage and high current environment, so a bus duct can be operated with a narrow volume and a small weight.
