A nuclear fuel composite pellet of the present invention includes: a granule phase wherein a volume ratio of a non-oxide ceramic nuclear fuel including a nitride or a carbide is equal to or more than 30% and less than 99%, and a volume ratio of an oxide nuclear fuel is equal to or more than 1 and less than 30%; and a matrix phase wherein a volume ratio of the non-oxide ceramic nuclear fuel is equal to or more than 1% and less than 30%, and a volume ratio of the oxide nuclear fuel is equal to or more than 70% and less than 99%. The granule phase is distributed in the matrix phase, and is surrounded by the matrix phase. In the nuclear fuel composite pellet, the density of a fissionable material is high due to a non-oxide ceramic material, as compared to the oxide nuclear fuel, and the nuclear fuel composite pellet has excellent thermal conductivity.
