According to the present invention, a surface treating device comprises: a storing tank wherein a reagent is received; a reaction unit including a reaction tank forming a passage in which the reagent flows with both open ends, wherein a specimen is installed and reacted with the reagent and a rotary shaft installed in one end of the reaction tank and integrally rotated with the reaction tank; a pump transferring the reagent to one end of the reaction unit from the storing unit; and a case collecting the reagent discharged through the other end of the reaction unit, supplying the reagent back to the storing tank. The specimen is installed to be separated from a bottom surface of the reaction tank to allow the reagent to flow down on a top surface and an underside of the specimen.
