The present invention relates to a system and a process for generating synthetic gas, which can reduce the discharge amount of carbon dioxide and generate the synthetic gas, which is an energy source, by changing carbon dioxide into carbon monoxide using a solid oxide water electrolysis cell, generating hydrogen through a water gas shift reactor using the generated carbon monoxide, and generating the synthetic gas through a Fischer-Tropsch reactor using the generated hydrogen.
