A molten steel manufacturing method according to the present invention includes a process for charging molten iron into a furnace, a primary smelting process for oxygen introduction and auxiliary material feeding into the molten iron in the furnace, a process for discharging slag generated in the primary smelting process, a secondary smelting process for oxygen introduction and auxiliary material feeding into the slag-discharged molten iron, and a process for releasing the secondarily smelted molten iron from the furnace.
