According to the present invention, a method to manufacture the ultra-high strength hot-rolled steel sheet comprises: a step of reheating a slab sheet including (a) 0.15-0.20 wt% of carbon (C), 0.1-0.5 wt% of silicon (Si), 1.5-2.0 wt% of manganese (Mn), 0.02 wt% or less of phosphorus (P), 0.01 wt% or less of sulfur (S), 0.01-0.1 wt% of aluminum (Al), 0.03-0.1 wt% of niobium (Nb), 0.1-0.5 wt% of chromium (Cr), 0.03-0.1 wt% of vanadium (V), 0.01 wt% or less of nitrogen (N), and the remainder consisting of iron (Fe) and inevitable impurities, at a slab reheating temperature (SRT) of 1,150-1,300ºC; (b) a step of finishing hot-rolling the reheated sheet in a condition of finish delivery temperature (FDT) of 750-900ºC; and (c) a step of cooling and winding the finishing hot-rolled sheet to a coiling temperature (CT) of 400-600ºC.
