The apparatus for removing image noise is an apparatus for removing image noise using a local average algorithm which calculates a weight of each pixel in an input image and removes the noise of the input image. The apparatus includes a boundary line detection part for detecting boundary line components of an input image; an activity calculation part for calculating the activity of each pixel of the input image corresponding to the number of the boundary line components; a weight setting part configured to set the weight of each pixel based on the activity of each pixel; and a noise removing part which calculates a restored image where noise for each pixel of the input image are removed by using the weight of each pixel.
