The invention provides a temperature measuring device for outer wall surface of pipelines of a nuclear power plant, including: a thermocouple 10, a fixing ring 20 configured to fix the thermocouple to the pipeline to be measured 60 and a protection device configured to protect the thermocouple. The fixing ring includes a soft metal film 22 and a fastening assembly 24 arranged at two ends of the soft metal film. The thermocouple is welded on the outer wall of the soft metal film. The protection device is arranged above the thermocouple. In use, two ends of the soft metal film are connected to each other via the fastening assembly to make the soft metal film into a ring shape, and the inner wall of the soft metal film abuts tightly against an outer wall surface of the pipeline to be measured. The temperature measured by the thermocouple is the temperature of the outer wall surface of the pipeline to be measured.
