The invention relates to a conductive mortar material used for cathodic protection of a reinforced concrete structure and application thereof. The involved raw materials comprise, by mass, 100 parts of cement, 150-250 parts of quartz sand, 1.0-3.0 parts of carbon fiber, 10-15 parts of coke breeze, 45-55 parts of water, 03-0.8 part of a dispersant, 0.01-0.1 part of a defoaming agent, and 0.1-1.5 parts of a water reducing agent. The conductive mortar is prepared by: weighing the raw materials in proportion, firstly dissolving the dispersant in water fully, adding the carbon fiber, the coke breeze, the defoaming agent and the water reducing agent, fully stirring and dispersing the materials, then adding the cement and the quartz sand to conduct blending for about 3 minutes till the ingredients are uniform.
