A method of remotely validating memory content on a running target , comprising:associating at least one scan instrument with one or more diagnostic ports of a local microcomputer system; momentarily halting the running application(s); and', 'reading content of the at least one storage element to obtain test data;, 'performing a scan process, via the at least one scan instrument, via accessing at least one storage element through the one or more diagnostic ports to obtain system data during operation of a running application(s), the scan process includingtransmitting information regarding the test data to a remote site; andvalidating, at the remote site, the information to confirm desired system configuration and/or operation.2. A method of enabling end users to perform boundary scans of circuit boards , devices or systems , the method comprising:providing, by a custodian of test and board information, a first license that gives a test plan developer permission to develop test plans for a charge, wherein the first license gives the test plan developer restricted conditional access to a set of test plan development software tools necessary to produce test plan files that characterize boundary scan testing information regarding particular electronic circuits;providing a second license that gives a test runner user both permission to perform boundary scan tests on circuit boards, devices or system and restricted conditional access to a set of test plan runner software tools; andissuing computerized instructions, via a networked computer system, that enable the test plan developer to make available, to the test runner user, a set of test plan files that are produced for and enable testing of one or more specific circuit boards, devices or systems.2.
