The invention discloses a calculation method to extract the effective electrical parameters of layered medium based on an iterative Debye model. The algorithm provides a fast numerical solution method for solving the effective electrical parameters of horizontal layered structural materials. The realization steps are as follows: Establish the equivalent circuit of two-layered materials; match it with the equivalent circuit of the Debye model, establish the relationship between the Debye model parameters and the electrical parameters and geometric parameters (thickness, area) of each layer in the layered material, and calculate the effective electrical parameters of the two-layered material; then this two-layered medium can be seen as a one-layered material with the calculated effective electrical parameters, regarding a third layer material as the second layer, a new two-layered model will be formed, calculate the effective electrical parameters of this new two-layered model using previous steps, then the electrical parameters of the three-layered medium can be obtained; using the iterative calculation, the effective electrical parameters of the above i--layered (i<N) materials can be calculated, which can also be seen as a one-layered material with known electrical parameters, a new two-layered model will be formed combining with the i-th layer material, calculate the effective electrical parameters of this new two-layered model will obtain the electrical parameters of this i-layered medium; through an iterative process the effective electrical parameters of N-layered medium will be obtained by increasing iuntil i=N.
