In the level shift circuit, the input unit is connected to the first power source and the ground, and the output unit is connected to the second power source and the ground. The output unit also includes a potential detection circuit which detects the time when the first power source is interrupted, and outputs a control signal. When the first power source is interrupted, the control signal of the potential detection circuit causes the interruption circuit to cut off the current path. As a result, it is secured to prevent the through current from flowing to the output unit in the power down mode.

The carbon fiber production method allows to produce a carbon fiber in an economical manner by use of an exhaust gas combustion apparatus with lower energy loss.
