The present invention relates to a complex of titanium dioxide and alpha-bisabolol with ultraviolet ray shielding and skin-whitening effects and a preparing method thereof. According to an embodiment of the present invention, the complex of titanium dioxide and alpha-bisabolol is represented by the chemical formula 1. A carboxyl group bonded to the titanium dioxide and a hydroxyl group of the alpha-bisabolol forms an ester bond.
