The invention discloses a hole-forming construction method for a bored pile on a high-strength stabilized soil layer, comprising the following steps of: determining a pile foundation position to be constructed on the construction ground; drilling into the high-strength stabilized soil layer at the pile foundation position by using a rotary drilling rig to form a pile hole; and drilling into a soft soil layer at the pile hole position by using a bored pile rack to form a hole. In the construction method, the holes are formed on the soil layers with higher strength by using the rotary drilling rig and another holes are formed in the soft soil layer by using a GPS (Global Position System) bored pile rack drill bit.
